VIN # ??

If these have no VIN number, how are they being registered etc???

All states have a process for State Assigned VIN. Sometimes it's done by Highway Patrol, other states DMV (or equivalent). Sometimes the casual DMV employee just types the PIN as a VIN.

Most states accept a Manufacturer's Statement of Origin (MSO) along with a standard reg form. Some also require a LEO safety inspection and stolen vehicle database check.

There is a 17 digit Pin #. Essentially a VIN #. There is no need to make up a vin number.
