Street Legal, characterised as a CJ?

I live in MO and we have a registration process of making a ROXOR street legal. It is called 're-characterization'

We also have more lienent rules for vehicles over 25 years old [seat belts, emissions....] so I am wondering if anyone has ever recharactered a ROXOR as a CJ to make it street legal [with all of the required do-dads added]?
