Limited or Medium Speed Vehicle?

Looking at the ROXOR. In Maryland there is a vehicle classification called limited speed vehicle. This is similar to the medium speed vehicle designation in some other states. Curious if this classifies as a medium or limited speed vehicle and if anyone has had success getting ROXOR registered in this fashion?
