I read where if you unplug the governor it will go around 70 but when I did it today I was limited to 33... what did I do wrong???

Nothing, on the newer vehicles I've heard they made it so unplugging the sensor puts it into limp mode.

Go to KMS Performance and buy an ecm for Roxor with stage one tune. Speed and egr removed. They work great and your original ecm is untouched for warranty work.
