I did have to make a call to Roxor/MANA customer service who in turn called my dealer to help him through the First Responder offer. It sounds like dealers can participate or not. The current offer of$1000 off MSRP on 2019's comes with the "small print" copied here from the website, "$1,000 offer valid toward the purchase of qualified 2019 models only while inventory lasts. Can be combined with Special Finance Offer. Starting price on 2019 base model (not shown) is MSRP $15,999 USD, tax, title, dealer charges, freight/delivery and registration fees extra." That being said, last fall the dealers seemed more willing to deal what they had a good supply of leftover 2018's. Maybe the supply of leftover 2019's is less therefore a smaller rebate and dealers not feeling as much urge to move leftovers.
