Retired US Army officer with 5 deployments to Central America. I was very impressed with the small block diesel 4WD allowed in Central American Countries.
I have a CRD Liberty but wanted a CJ7 configuration with a small Turbo diesel. Along comes ROXOR but not street legal. I may have a contract to supply small 4WD vehicles for medical application as in rescue mobile medical evacuation for a range of third world countries. I know there was one guy on this site who purchased a complete roxor and then spent several months removing the body and customizing a flat fender jeep body to the frame. I know he had to cut the body and extend it in order to get he wheels to line up. So I guess the short answer is Yes you could do this, but it's going to be a job.
